The Spectre was set loose on Earth by God in 776 BC, as a replacement for Eclipso, the Spectre is the embodiment of God's wrath. The Spectre is bound to mortal souls to manifest divine judgment.

One such mortal soul was 1940's policeman Jim Corrigan, who was killed by mobsters. Because Corrigan could not come to terms with his death while the people who killed him remained free God decided to have Corrigan merge with the Spectre entity and become the newest incarnation of the Spirit of Vengeance.
